To prove a violation of § 242, the government will have to confirm each of the following factors beyond an inexpensive doubt: (1) the defendant deprived a target of the proper safeguarded from the Constitution or rules of the United States, (2) the defendant acted willfully, and (three) which the defendant was acting less than color of legislation
